Совет XMPP - группа специалистов, осуществляющих контроль над технической стороной развития протокола XMPP посредством обсуждения и принятия предлагаемых расширений.

Члены Совета выбираются ежегодно в сентябре из числа членов Фонда Стандартов XMPP. На 2008-2009 год состав Совета таков:

Section 8.1 XMPP Council. The Corporation shall have an advisory council ("XMPP Council") to provide technical advice to the Corporation, to approve changes to the Jabber protocol, and to oversee and direct the activities of certain Special Interest Groups. In discharging its responsibilities, the XMPP Council shall adhere to the policies, procedures and standards approved by the Board of Directors.

The individuals on the XMPP Council shall be elected by an affirmative vote of a majority of the Members of the Corporation voting, at each annual meeting of the Members. The individuals elected to the XMPP Council shall, by an affirmative majority vote of those present and voting, appoint the chair of such Council. All the individuals elected to participate on the XMPP Council must be Members of the Corporation.

If a Council member resigns his or her membership in the Corporation, is removed from membership in the Corporation, or is terminated from membership in the Corporation, he or she shall thereby relinquish all rights and responsibilities as a member of the Council. In addition, a Council member may be involuntarily removed from the Council by an affirmative vote of two-thirds (2/3) of the members of the Council. The Council shall at its discretion determine whether to fill any vacancies on the Council caused by resignation or removal of an existing Council member.

The XMPP Council shall not be considered a committee of the Board of Directors. The XMPP Council may not have and may not exercise any of the power and authority of the Board of Directors. The XMPP Council shall act upon the affirmative vote of a majority of the members of the Council voting, although the negative vote of any one member of the Council shall function as a veto. A quorum of the XMPP Council shall be a majority of the members of the Council. The provisions of these Bylaws with regard to meetings, notice, etc. that apply to Membership meetings shall apply to the XMPP Council and members thereof unless such provisions are inconsistent with this Article VIII. The XMPP Council shall keep regular minutes of its proceedings and report the same to the Board.

Помимо правил, описанных в XSF Bylaws и XEP-0001, Совет подчиняется следующим положениям:

1. Все расширения протокола XMPP принимаются в случае простого большинства "+1" голосов.
2. Голос "-1" является вето, и мнение членов Совета, проголосовавших "-1", должно быть учтено перед принятием XEP.
3. Период голосования - 10 дней, если XMPP Extensions Editor не указал иначе.
4. Если член Совета не проголосовал в течение установленного периода, его голос считается за "0", но XMPP Extensions Editor должен отследить факт отсутствия голоса.
5. Совет должен определить, в каком именно случае следует отстранять от должности членов Совета (например, за отсутствие активности при голосовании). Для отстранения члена Совета от должности, за это должны проголосовать ("+1") не менее 75% остальных.
6. Совет может по своему усмотрению решать, стоит ли заполнять вакансии в Совете, но ему следует делать это только если до окончания сессии Совета осталось более 3х месяцев.
7. Для заполнения вакансий Совет должен набрать претендентов, и выбирать новых членов из числа претендентов.
